That has always been like that in the kpop industry, too many people wish to become Idols, but as you know, getting into a successfull agency isn't easy, and even if you're a trainee you're most likely not going to debut, that's why thousands of people get into these unknown agencies that maybe can push your debut way quickier but the ending product could be a mess. Also since Big Hit had its rise to glory many small agencies are aiming to use the "underdog agency" concept into groups and the few people who follow them sometimes think they found a gem in a desert that could be the next BTS. This will never happen if rookies are untrained and were rushed to debut.
Try to hear the music and watch the choreography of some of these groups, you'll have your answer. It's about "Quantity vs Quality"
